An ICE officer is being evaluated for mental health issues and violent behavior in connection with a fatal shooting in Maine.

President Donald Trump’s border czar is undergoing an internal review after relatives of the immigration agent involved in the fatal shooting of a Colombian man in Maine told The Associated Press that he had serious mental health issues and a history of violent behavior.

Tom Homan said Sunday that if the charges against the Immigration and Customs Enforcement (ICE) officer were true, “I don’t think he should have gotten through the process.”

“There are some things that we’re considering,” Homan told CNN about retired Army officer David Brouillette. “The training is under review. I understand that this particular matter is under review by Home Affairs as far as scrutiny is concerned.”

Back-to-back mass shootings of immigrants in Maine and Houston have highlighted questions about the Department of Homeland Security’s (DHS) rush to hire, train and deploy thousands of new ICE agents to fight President Trump’s immigration crackdown.

Homeland Security Secretary Mark Wayne Mullin ordered a moratorium on vehicle stops after the shooting in Maine, but President Trump reversed course almost immediately, insisting they would be reinstated as a necessary step for his campaign to round up and deport immigrants without current legal status.

DHS did not immediately respond Sunday to a request for comment about its internal review.

ICE requires body cameras during stops

“Changes have been made,” Homan said, noting that Acting ICE Director David Venturella has issued a new directive requiring officers to use body cameras when they stop a vehicle.

“Every vehicle stop now has at least one body camera installed to record the entire event,” he said.

He said Venturella “instructed us that we wanted at least one body camera at the stop, so we’re videotaping everything.”

It’s unclear whether the steps the department is taking are enough to allay concerns among some members of Congress about DHS’ training and tactics to meet President Trump’s mass deportation goals.

Lawmakers demand answers

Lawmakers from both parties have expressed concern.

Democrats pressed ICE officials during a closed session of the House Homeland Security Committee last week, asking more questions than answers.

Lawmakers were told at the press conference that there were 56 complaints of excessive force against ICE officers, 32 of which were resolved and one disciplinary action filed.

Deputies said they were told no disciplinary action had been taken yet. The remaining incidents are still under investigation.

Meanwhile, Republican Sen. Susan Collins of Maine, chair of the powerful Senate Appropriations Committee, has pushed for the use of body cameras and secured funding for the effort. She said it was “very disappointing” that the officers involved in the shooting in her home state did not use cameras.
