Here’s what happened on Sunday, November 9th.

Russian military launched more than 450 drones and 45 missiles into Ukraine on Saturday night, targeting the country’s energy infrastructure and killing seven people, Ukrainian officials said. Ukraine’s Foreign Minister Andriy Sibikha said the Russian military was targeting substations that supply electricity to two nuclear power plants in Ukraine. Khmelnytsky and Rivne accused Moscow of “deliberately endangering nuclear security.” Energy facilities in the Kiev, Poltava and Kharkiv regions were also damaged, disrupting power and water supplies to thousands of people. Prime Minister Yulia Sviridenko said:
Ukrainian energy company Naftogaz said it was the ninth attack on its gas infrastructure since early October, according to AFP news agency. Russia’s Ministry of Defense confirmed that it would launch “large-scale attacks with high-precision long-range air, land and sea weapons” against weapons production facilities and gas and energy facilities in response to Kiev’s offensive against Russia. The ministry also said Russian forces had captured more territory around the cities of Pokrovsk and Kupiansk, as well as the village of Voltye in eastern Ukraine. Russia’s TASS news agency, citing the Ministry of Defense, said on Saturday night that Russian forces shot down 15 Ukrainian drones over the Crimea Peninsula, the Black Sea, and Russia’s Rostov region, which Russia annexed in 2014. The Russian military also announced that it had shot down two guided bombs and 178 drones in the past day. TASS also reported another Ukrainian drone attack in Russia’s Belgorod region late Saturday, leaving at least 20,000 people without power.

Rescue operations are underway in Dnipropetrovsk. Overnight, Russian troops attacked the city and raided apartment buildings. So far, 11 people, including children, are reported to have been injured. Ukrainian President Volodymyr Zelenskiy has called on Europe, the G7 and the United States to tighten sanctions on the country’s energy sector following recent attacks by Russia. “For now, Russia’s nuclear sector is not subject to sanctions, and Russia’s military-industrial complex still obtains Western microelectronics. Oil and gas trade should also come under greater pressure,” Zelenskiy wrote in X. Meanwhile, Ukraine’s Foreign Minister Sibiha called on the International Atomic Energy Agency to meet over the attack on a substation supplying power to a nuclear power plant and to address “these unacceptable risks.” Sibiha also called on India and China to put pressure on the Russian government to stop its “reckless attacks that risk catastrophe.” Hungary said it had secured an indefinite exemption from U.S. sanctions on Russian oil and gas imports, although White House officials reiterated that the exemption would last only one year.
