Here’s what happened on Friday, November 21st.

The office of Ukrainian President Volodymyr Zelenskiy announced that it had “officially received from the American side” a draft plan “with the possibility of strengthening diplomacy from the American side” to end Russia’s war with Ukraine. President Zelensky also said in a Facebook post that he met with US Army Secretary Daniel Driscoll in Kiev on Thursday and discussed “options for achieving true peace” and “sequencing efforts and formats for a new push for dialogue (and) diplomacy.” Zelensky’s office said in a statement that the Ukrainian president had met with Driscoll and “agreed to address the key points of the plan in a way that would allow for a dignified end to the war.” Mr Zelensky’s update followed reports that the United States and Russia had drafted a new framework to end the Russia-Ukraine war, including US President Donald Trump’s 28-point plan. “We believe this is a plan that is good for both Russia and Ukraine and should be accepted by both sides, and we are working hard to make it happen,” White House press secretary Caroline Levitt said. Commenting on the reported plans ahead of a meeting of European Union foreign ministers in Brussels on Thursday, EU foreign policy chief Kaja Karas told reporters: “Of course, for any plan to work, we need the participation of Ukrainians and Europeans.” News of the U.S.-Russian Framework Plan came as Ukraine convened a United Nations Security Council meeting on Wednesday following Russia’s deadly attack on Ternopil, Ukraine. U.S. Ambassador to the United Nations Mike Walz told a Security Council meeting that as Ukraine enters its fourth winter “since Russia began its invasion,” there is “an urgent need to end this war and begin the process of rebuilding.” Walz also said the United States, including President Trump, had made “the highest level of investment to end this war,” promised “lenient terms for Russia, including sanctions relief,” and called on “Russia to halt its attacks and meet directly with Ukraine to negotiate a peaceful resolution.” Edem Vasornu, Director of Crisis Response at the United Nations humanitarian agency OCHA, briefed the Council on the humanitarian situation in Ukraine, stating that 3.7 million people are displaced and nearly 6 million are refugees.

The death toll from a Russian missile attack on an apartment building in Ternopil, Ukraine, rose to 27 on Wednesday, Serhii Danilin of Ternopil’s state emergency service told Ukrainian news agency Ukrinform. A Russian attack on a warehouse in the Ukrainian city of Lviv destroyed supplies destined for 600 hospitals and clinics, Oksana Gologolskaya, vice president of medical projects at the US charity Nova, told the Ukrinform news agency. Damaged equipment included ultrasound systems, medical supplies and surgical instruments, Gologolskaya said. Russia’s Tass news agency reported that Russian troops have captured the Ukrainian village of Maslikovka and the village of Yampil near the town of Lyman in Ukraine’s Donetsk region. According to the Ukrinform news agency, attacks by Russian drones on energy facilities in several regions of Ukraine caused power outages.

The European Council said in a statement that the EU had imposed sanctions on 10 “individuals responsible for serious human rights violations, abuses and repression of civil society and democratic opposition in Russia.” Those sanctioned include senior officials at a federal prison in Russia’s Rostov region, and the council said detainees, including Ukrainian prisoners, were “regularly assaulted, suffered severe food shortages, and received little or no medical or legal assistance.”
