Earlier, Ukraine’s president said an energy ceasefire was “completed” in Kiev and strikes against Russian refineries would resume.

Russia announced that Ukraine was targeting a refinery in Ryazan, about 180 kilometers (110 miles) south of Moscow, as President Volodymyr Zelenskiy said the energy ceasefire unilaterally announced by US President Donald Trump over the weekend was “over” in Kiev.

“The Kiev regime attempted a large-scale attack on the Ryazan oil refinery,” Moscow’s Defense Ministry said in a statement on Thursday, adding that “a fire broke out after debris from the drone fell on the refinery site.”

Ukraine’s president earlier told Britain’s Financial Times newspaper that attacks on Russian oil refineries would be resumed and accused the United States of weakening Ukraine’s position on the battlefield by allegedly withdrawing key information sharing.

President Trump unilaterally announced an “energy ceasefire” on Sunday, which has not been publicly confirmed, and the Russian government continued its attacks on Ukraine’s energy infrastructure. Ukraine announced it had halted attacks on Russian energy facilities in the days following President Trump’s announcement.

The United States has been pressuring Ukraine to halt attacks on Russian refineries, arguing that the suspension and a deal to buy 1.8 million tonnes of diesel from Russia will help curb soaring fuel prices.

“This is not politically simple[in the US]because everyone is going to wonder how on earth we are going to do business with these aggressive guys when some people are surviving, fighting and dying,” Zelenskiy told the FT.

Zelensky also claimed that Ukraine’s access to SpaceX’s satellite internet service is being restricted, potentially making it more vulnerable to Russian attack. The Ukrainian military uses SpaceX’s military-grade StarShield system for offensive and defensive operations.

SpaceX owner Elon Musk said in a post on X Wednesday evening that only the U.S. military and Trump have the authority to limit the use and speed of StarShield for customers.

In another post, he called for Zelensky to “go away” as Ukraine’s leader.

“And the carnage continues,” Musk wrote in another post about X. “It’s time for Zelensky to step down.”

Ukraine relies heavily on Western military aid, particularly the United States and Germany, in its fight against Russia. But relations between Kiev and the United States have been strained in recent weeks, and President Trump on Saturday called for Zelensky to be replaced.

Against this backdrop of tensions, President Zelensky said he was ready to halt attacks on Russian energy facilities again only if the United States supplied Ukraine with vital Patriot interceptor missiles.

President Zelenskiy is scheduled to meet European leaders in Brussels on Thursday, calling for tougher sanctions against Russia and faster aid from the European Union.

Dutch Prime Minister Rob Jetten called on EU leaders to “step up” to ensure Ukraine wins the war with Russia.

The EU has already pledged $50 billion in aid to Ukraine next year. But this amount is far short of the $175 billion Kiev plans to spend on defense next year.

President Trump has denied that the United States has stopped sharing intelligence with Ukraine.
